Although in design and construction of dams the most advanced knoledge ments, are used sometimes they collapse provoking davastation downstream. In 1982 El Chocón Dam, Argentina, showed misfunctions. Such misfunctions caused fear about its stability. Besides was detected the lack of a motodology that allowed to study sistematically the structural stability of dams, the protection of civil populations downstream and to take physical planning actions to build towns and basic infraestruture in protected sites. The aim of this paper is to establish the general guidelines to develop a study metodology of the problem, applying it to the safety of populations downstream large dams, to be used not only in a single case, but in the whole Argentine hydroelectric system. the example of El Chocón is presented because it served as an origin for the emergency plan (AU). |
